Enforcing a limit on No of messages sent

Dear All,

I wonder if I can get some help on an undocumented feature...

There is an option in the Email accounts under the advanced tab, called Enforece a limit on the number of messages sent.

the options are

Send no more than [x] messages per hour with [y] seconds delay.

I set this value [x] to 10 to send 10 messages per hour but the software sends out 10 and then shows:

** Failed outgouing message limit reached

How can i set the software to send 10 messages per hour>?
What does it mean about the [y] seconds delay - I set that to 10 but i cannot see what effect it has?
